Date Of Opening Bids: 10:00:00 a.m. on Tuesday, February 28, 2017, at which time bids will be publicly opened and read aloud at the Civic Center building at the City of Irvine, located at One Civic Center Plaza, Irvine, California 92606-5207

Mandatory Pre-Bid Meeting: Wednesday February 15, 2017, at 10:00 am at the Department of Public Works 6427 Oak Canyon, Bldg. 1, Irvine, CA 92618 (multi purpose room) Failure to attend will result in bid being declared non-responsive.

Location of the Work: The work to be performed hereunder is located in the City of
Irvine, County of Orange, on Paseo Westpark at Warner Avenue.

Description Of Work: Removal and installation of new traffic signal poles, traffic signal equipment, and new traffic signal controller; installation of video detection system; rewiring intersection with new traffic signal cabling/wiring; removal and replacement of concrete curb, gutter and
sidewalk; removal of existing and construction of new curb ramps; and other items not mentioned here, but are required by the plans and the Special Provisions.

The Engineer’s Estimate: is above $350,000.

License Requirement: Prime Contractor must possess a valid Class A license.

Federal Funding: This project will be financed in part by federal funds. All bidders shall meet all required federal requirements, included in these Special Provisions. Bidders are advised that, as required by federal law, the City of Irvine is implementing the new Race Conscious Disadvantaged Business Enterprise Program (New RC DBE Program). New RC DBE requirements are covered in “Instruction to Bidders, Proposal Requirements and Conditions,” and the “Federal Requirements” of these Special Provisions.

The DBE Contract Goal Is Thirteen Percent (13%).

Completion Of Work And Liquidated Damages: All work shall be completed in a total of Sixty-five (65) Working Days from the date specified in the Notice to Proceed. Liquidated damages shall be Eight Hundred Fifteen Dollars ($815) per Calendar Day, for each and every Calendar Days delay in finishing the work, in excess of the number of Working Days prescribed above.
