BID OPENING: Bids will be received at the City of Irvine until 10:00:00 a.m. on Tueday, June 22, 2016, at which time and place bids will be publicly opened and read aloud. Hand-delivered or courier delivered bid packages shall be brought to the RECEPTIONIST for the Purchasing Agent at the reception desk located on the first floor of the Civic Center building at the City of Irvine, located at One Civic Center Plaza, Irvine, California 92606-5207. Mailed bids shall be sent to City of Irvine, c/o Purchasing Agent, P.O. Box 19575, Irvine, CA 92623-9575. All bids shall be submitted in sealed envelopes. photo

ENGINEERS ESTIMATE: above $390,000 (rounded to the nearest ten thousand).

LOCATION OF THE WORK: The work to be performed hereunder is located in the City of Irvine, County of Orange, on Culver Drive at the Alton Parkway and Main Street intersections.

SCOPE OF WORK: Removing and replacing AC pavement, AC and ARHM pavement surface course overlay; traffic signal modifications; modification of non ADA-complaint curb ramps and reconstruction of curb, gutter, sidewalk, street lighting, and drainage facilities to accommodate the improvements; and other items not mentioned here, but are required by the plans and the Special Provisions.

COMPLETION OF WORK AND LIQUIDATED DAMAGES: All work shall be completed in a total of Eighty (80) Working Days (excluding plant establishment) and One Hundred Twenty (120) Working Days (including plant establishment) from the date specified in the Notice to Proceed. Liquidated damages shall be Nine Hundred Sixty-Two Dollars ($962) per Calendar Day, for each and every Calendar Days delay in finishing the work, except plant establishment work, in excess of the number of Working Days prescribed above, and liquidated damages shall be Three Hundred Dollars ($300) per Calendar Day, for each and every Calendar Days delay in completing the plant establishment work in excess of the number of Working Days prescribed above. In no case will liquidated damages be assessed at more than Nine Hundred Sixty-Two Dollars ($962) per Calendar Day.

LICENSE REQUIREMENT: Prime Contractor must possess a valid Class A license. At the time of submitting the bid, the Bidder shall be licensed as a contractor in accordance with the provisions of California Business and Professions Code Chapter 9, Division 3. All traffic signal (and/or street lighting) work under this Contract shall be considered specialty in nature. Any Contractor and/or subcontractor proposing to perform this specialty work must possess a valid Class C-10 license prior to award of contract. Persons performing the work of an electrician shall be certified in accordance with California Labor Code Section 3099. Proof of Certification shall be provided to the City prior to commencement of work.

PREVAILING RATES OF WAGES: Prevailing wage requirements apply to public works projects with a value exceeding $1,000.00. The definition of “public works” is found at Labor Code Section 1720, et seq.
