City of Garden Grove Releases Street Rehab RFP’s.

The project is a combination of two (2) separate projects with two (2) separate working day requirements combined into one (1) Contract. One (1) “Notice to Proceed” will be issued for the entire projectGARDEN GROVE

1.) City Project No. 7277- Knott Street Rehabilitation  from  Garden Grove Blv. to Lampson Ave.- Federal Project No. Stpl-5328(076)

2.) City Project No.7228 Valley View St. Rehabilitation from 22 W/B Off-Ramp to Tiffany Ave.

BID OPENING: Bids will be received by the City Clerk in the City Hall, 11222 Acacia Parkway, Garden Grove, California until  11:00 AM, on  May 31, 2016, at which time they will be publicly opened in the 1-South Conference Room in City Hall (1st floor)

SCOPE OF WORK:

1.) City Project No. 7277- Knott Street Rehabilitation: This  project  is  approximately  a  half-mile  segment  of  roadway  rehabilitation  that involves work within Caltrans right-of-way which will impact access to the 22 freeway on-ramp.  As  a  result,  night  work  will  be  required  during  different  phases  of construction. The project generally consists of:

  • Roadway rehabilitation by full depth reclamation and cement treatment;
  • Asphalt paving;
  • Replacement of PCC sidewalk, curb, curb & gutter, drive approach, bus pad, local depression, and handicap ramps;
  • Installation of irrigation and landscaping (including 3-year maintenance period);
  • Adjustment of utility covers to finish grade;
  • Installation of video detection system;
  • Installation of traffic signal loop detectors;
  • Installation of traffic striping, raised pavement markers, and signage;
  • Reestablishment of centerline ties and monuments;
  • Other items not mentioned above that are required by the plans and specifications.

2.) City Project No. 7228 Valley Street Rehabilitation   This project is a very short segment of street (approximately 270’) that involves work within Caltrans right-of-way which will impact access onto Valley View St from the 22 freeway off ramp. Night work will be required as a result of work during different phases of construction. The project generally consists of:

  • Roadway rehabilitation by full depth reclamation and cement treatment;
  • Asphalt paving;
  • Replacement of PCC curb;
  • Installation of irrigation and landscaping (including 3-year maintenance period);
  • Adjustment of utility covers to finish grade;
  • Installation of traffic signal loop detectors;
  • Installation of traffic striping, and raised pavement markers;
  • Reestablishment of centerline ties and monuments;
  • Other items not mentioned above that are required by the plans and specifications.

TIME FRAME FOR COMPLETION: The Knott St project shall be completed within sixty (60) working days while Valley View shall be completed within eighty (80) working days. However, the first working day on either project starts the working day clock for both projects. All contract work must be completed within eighty (80) working days and all items of work must be reflected in the project schedule submittal. More specific details can be found in Article 4 of the Special Provisions. The primary goal is to complete as much work as possible on Knott St. before school begins in the fall. This project will require night work for both Knott Street and Valley View Street.

DISADVANTAGED BUSINESS ENTERPRISE GOALS: The segment of Knott Street from Garden Grove Boulevard to Lampson Avenue is a federally funded project. The Contractor will be required to pay the latest prevailing wage rates . Additionally, this Contract requires that the Contractor submit a fully completed “Bidder DBE Information” forms with bid package. The Contract DBE goal for the Knott St project is 10%.
